Apply private motor carrier safety standards to certain publicly owned vehicles

  1. Sent to Missoula County Senators on the floor:

    Missoula County opposes SB 290 - Apply private motor carrier safety standards to certain publicly owned vehicles, on the Senate floor this afternoon. Private motor carrier restrictions are designed to ensure safety by limiting hours and weight of vehicles used in interstate/intrastate commerce. Applying these standards to local government will result adversely impact public safety by limiting the ability to clear roadways, respond to emergent situations and ensure required road maintenance occurs. To comply with these requirements Missoula County would need to reconfigure public works department trucks (to ensure weight compliance) by removing the plows, use smaller sanders (which would increase the number of trips) and limit the number of hours a driver works, with no exception for emergent situations. Limiting work hours in most counties is covered by collective bargaining agreements to ensure workers have adequate rest periods. The resulting expense to Missoula County would likely cost several million dollars to replace or retrofit vehicles and additional personnel. Please oppose SB 290.

Private motor carrier restrictions are designed to ensure safety by limiting hours and weight of vehicles used in interstate/intrastate commerce. To comply with these requirements Missoula County would need to reconfigure Public Works department trucks to ensure weight compliance by removing the plows, and use smaller sanders - which would increase the number of trips. Applying these standards to local government will adversely impact public safety by limiting the ability to clear roadways and ensure required road maintenance occurs.
