Montana has been working to expand its capacity to respond to these emergencies and disasters around the State by promoting the creation of local incident management teams. These teams bring together responders from all areas, to help manage and plan for emergency and disasters in their communities. In emergency response it is said that all emergencies start and end at the local level, long before Federal help arrives and long after it leaves local responders manage the event.
