  2. Missoula City-County Health Dept. Senior Community Health Specialist/DUI Task Force Coordinator/Buckle-Up Montana Coordinator Lonie Hutchison on Jan. 22, 2015:

    “The funding mechanism for Montana's DUI Task Forces are the driver's license reinstatement fees paid by convicted impaired drivers. It's a population-based formula that has been in statute for over 30 years. Population = more licensed drivers = more offenders = more county costs. Larger populations = more licensed drivers than counties with lesser populations. Currently, the DUI Task Forces in Montana's largest populated counties receive up to $100,000 annually (Missoula, Flathead, Yellowstone, etc.) whereas those in the lesser populated counties (Judith Basin, Petroleum, etc.) receive as little as $500 annually - and as a result may opt to either not organize a DUI Task Force or disband their DUI Task Force.

    HB 202 proposes to provide additional funding to the DUI Task Forces. DUI Task Force funding from the reinstatement fees paid by convicted impaired drivers come back to the local level where state-approved DUI Task Forces have been established. There are currently 30 county-level DUI Task Forces in Montana representing 34 counties. The funding formula anticipated by HB 202 brings in revenue based on those differences in populations by county. We experience it as being fair.”

    Examples of how DUI Task Force funds are invested are:

    Public information & education (radio, TV, billboard messages (ex. "Going Out Tonight? We Are" campaign);
    school presentations such as mock DUI crash scene re-enactments);
    Safe ride alternatives (designated driver programs);
    Responsible alcohol sales/service trainings;
    Roving DUI patrols;
    DUI processing supplies;
    Equipment for law enforcement connected to impaired driving enforcement;

    Missoula County supports House Bill 202 - Allow for optional DUI prevention contribution on vehicle registration form, before House Transportation this afternoon, and thanks Representative Bennett for carrying the bill. Missoula's DUI Task Force is a long standing coalition of prevention and enforcement between city, county, health department, and many other community parties. Their work includes safe ride alternatives, school presentations, public information and education, and responsible alcohol sales and service trainings. HB 202 could be more beneficial if it were administered as an opt out, however, for administrative purposes. Please support HB 202.
