"It appears that Department of Livestock is doing all the heavy lifting here. I am a little concerned that someone could neglect their horses before turning them in and once they turn them in they cannot be charged with cruelty."
Missoula County supports this bill because it creates an avenue for people to give up horses that they cannot care for. The process anticipated by this bill would alleviate Animal Control from having to take them.
Senator Wolken, Missoula County supports House Bill 355 – Revise horse surrender process – before Senate Agriculture, Livestock and Irrigation this afternoon. Seizing livestock creates a substantial logistical and financial burden on Missoula Animal Control whose primary focus and infrastructure is centered on caring for cats and dogs. HB 355 gives struggling horse owners an option in considering the fate of their animals and appropriately removes local animal control operations from the process. Please support HB 355. Respectfully, Vickie Zeier on behalf of the Missoula County Commissioners
