Requiring reductions in the use of certain chemical de-icers on Montana roads

    Missoula County opposes SB 369. Chloride based deicing agents are the only cost effective alternative to sand. We are required to use it in the urban area which is a non-attainment zone.

    Missoula County opposes SB 369 because the use of deicers was/is necessary for us to meet the PM-10 standard for particulate in urban Missoula. Our Federally required air quality SIP (State Implementation Plan) requires the use of deicer in the flat parts of the City including the Interstate between East Missoula and Reserve St. Failure to follow the SIP could result in Federal financial sanctions which would include Federal money coming to the urban planning area which is at least $7.8 million per year. Also we would probably loose our EPA funds for Air Pollution Control which currently total $63,000 per year.

    Additionally, deicers provide safer roads than sand in some weather conditions.

    Missoula County opposes SB 369 - Requiring reductions in the use of certain chemical de-icers on Montana roads, before Senate Highways and Transportation this afternoon. The use of deicers is necessary for us to meet the PM-10 standard for particulate in urban Missoula. Our Federally required air quality SIP (State Implementation Plan) requires the use of deicer in the flat parts of the City. Failure to follow the SIP could result in Federal financial sanctions which would include Federal money, currently at $7.8 million, from coming to the urban planning area. In addition, Chloride based deicing agents are the only cost effective alternative to sand. We are required to use it in the urban area which is a non-attainment zone. Please oppose SB 369.
