Missoula County opposes moving the primary to August of even numbered years, as this bill seeks to do. By moving he federal primary to August, it conflicts with many of our November timelines. It is August when our office is certifying a November ballot and it is early September we are mailing ballots to UOCAVA (military and overseas civilians). Having a primary in August would make it impossible for our office to turnaround a November ballot. Allowing sufficient time to prepare and execute an election sets our Election Administrators up for success, not failure.
